Foreing Principals/Ship Owners are required to be accredited with the Philippine Government thru Philippine Overseas Employment Agency (POEA) thru the authorized Philippine Recruitment Agency (RIZAL) to have the authority/personality in behalf of the Principal/Ship Owner to recruiute/pre-select/hire and arrange documentary processing travel exit pass of Filipino contract workers.

1. Manning Agreement - entered between the Principal/Ship Owner and Manning and Crewing Agent.
2. Special Power of Attorney (SPA) - issued by foreign Principal authorizing the Philippine Recruitment Agency (RIZAL) to recruit Filipino contract workers.
3. Letter Appointment in favor of RIZAL as manning agent in the Philippines.
4. Affidavit of Assumption - this will only take place whenever the accredited particular vessel has still an existing contract to the other manning and crewing agency.
5. Name of Vessel including Ex-Name
6. Vessel Particulars
7. Crew Order
8. Crew Requirements/Particulars - to be issued by the Principal based on their vessel crew requirements/particulars
9. Salary Scale
